On October 18, 1939, Hitler instituted the War Merit Cross 2nd Class with Swords (Kriegsverdienstkreuz 2. Klasse mit Schwertern), also known as the KVK 2. This award could be awarded to both military personnel and civilians for courageous acts that were not directly related to military actions. This included, for example, tasks such as maintenance of vehicles and equipment at the front, meritorious achievements in civil guard and surveillance activities.
