This silver order was awarded to workers and foremen of industry, transport, construction and other branches of material production, collective farmers and agricultural workers, as well as workers in the non-productive sphere for selfless and highly productive long-term work in one enterprise, institution, organization or collective farm.
Also teachers, educators, masters of industrial training are awarded for success in teaching and raising children and adolescents, preparing them for life and work, and long-term work in one educational institution.

In total, between August 9, 1974 and 1991, 650.000 people were awarded this order 3rd class.
